<p>Its purpose is to inform and stimulate discussion on the changes that the Francis report recommends at a strategic level, as well as providing advice to leaders as they consider how to engage staff to bring about individual change in the workforce.</p>
<p>We highlight the key areas of the Francis report before discussing what the health system would look like in five to ten years’ time if all organisations responded effectively to Francis. This approach is a key feature of how the CfWI is working to engage in long-term strategic thinking and planning.</p>

    <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p>This paper is designed to contribute to this effective response by helping senior leaders in health, social care and public health to identify the key workforce implications of the Francis report.  Its purpose is to inform and stimulate discussion on the changes that the Francis report recommends at a strategic level, as well as providing advice to leaders as they consider how to engage staff to bring about individual change in the workforce.</p>
<p>The CfWI will revisit this thinking after the Government response is published, with a specific focus on how we may further support health and social care leaders in identifying workforce implications.</p>
<p>This CfWI paper is not intended to replace an individual’s own reading and consideration of this landmark report (with its executive summary, three volumes and around 1800 pages); it is intended as a distillation of the 290 recommendations from a workforce perspective. We agree that there is much to learn from the narrative of the report and a great deal to reflect on in terms of people’s own work, attitudes and collective culture (Francis 2013, <a class="external-link" href="http://www.midstaffspublicinquiry.com/sites/default/files/report/Executive%20summary.pdf">Executive summary</a>, para 111).</p>]]></content:encoded>

<p>The ESN is the independent network for local public social services in Europe.</p>
<p>It brings together people who design, manage and deliver social services  in public authorities across Europe. The ESN supports the development  of effective social policy and social care practice through the exchange  of knowledge and experience.The ESN offers its members:</p>

<li>the chance to learn about current policy and practice trends</li>
<li>networking opportunities with other key decision-makers and stakeholders</li>
<li>sharing good practice to promote quality services</li>

    <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p>As part of our horizon scanning programme, the CfWI has a project to identify the big picture challenges facing health, social care and public health and draw out their workforce implications. The aim of this work is to create hard-hitting reports to stimulate thinking in the sector and demonstrate the need for change. The project offers the opportunity to move away from professional silo thinking about workforce planning by looking at these overarching challenges in the context of the whole workforce. <br /><br />In this report, we used the five domains of the Education Outcomes Framework (EOF) as a template to put forward thought-provoking questions to encourage readers to consider how Health Education England (HEE) and partners could help to address these challenges. <li>Strengthening leadership in workforce planning: senior leaders in health and social care are driving workforce planning that is integrated with service and financial planning. </li>
<li>Promoting long-range planning: organisations are taking a longer-term view of workforce planning. </li>

<p>2. Providing workforce <b>intelligence </b>to the health and social care system to inform decisions. This intelligence spans the ‘here and now’ through thought leadership, to planning the workforce in 10 to 20 years’ time through the use of foresight techniques.</p>

<li>Delivering robust and timely intelligence: the CfWI is the primary source of workforce intelligence for those improving people’s lives in health and social care. </li>
