What are the key challenges for creating high-quality intelligence to inform workforce planning?
Dame Carol Black: There are many challenges if we are going to do workforce planning very well. The first of these challenges is the quality of the data that we can use so we have to find the right databases; we have to improve those databases so that is the first – a very large challenge. So far, I think we have identified about 40 databases. The second biggest challenge is to do horizon-scanning and you need to be able to scan both the new horizon, say the next five years and you need to be able to scan the far horizon – what’s it going to be like in 20 years time, what are we going to need in terms of both the health and social care workforce, so that is challenge number two. I see the third challenge as: how do you find the leadership within your organisations to really deliver on this workforce? So for me these are the three biggest challenges.
